Repsol, together with Enagás Renovables, has approved the construction of its first large-scale green hydrogen plant at the Cartagena industrial complex, committing more than €300 million and securing recognition as a strategic IPCEI project.

Project details

The facility will include a 100 MW electrolyser capable of producing up to 15,000 tonnes of renewable hydrogen per year, which Repsol will use as raw material to manufacture lower-carbon products. Enagás Renovables holds a 25% stake in the project.

The European Commission and the Spanish government have designated the project as strategic and of common European interest, unlocking €155 million in support via the Institute for the Diversification and Saving of Energy (IDAE). Repsol expects the plant to be operational in 2029 and estimates it will create around 900 jobs across development phases.

Repsol estimates the electrolyser will avoid up to 167,000 tonnes of CO2 emissions annually, an impact comparable to two thirds of Spain’s pure electric vehicle fleet in 2024. The plan also foresees potential future injection of renewable hydrogen into the natural gas network and the Spanish Hydrogen Backbone.

The project forms part of the Hydrogen Valley of the Region of Murcia and supports Repsol’s industrial transition: the company currently accounts for some 60% of national hydrogen production, with an approximate capacity of 360,000 tonnes per year in its complexes.
